Key Takeaways
This Program Provides Qualification Training Covering 49 CFR Part 40(c)(1)(i–ix). The National SAP Examination Is Administered Separately Through DOT-Recognized Organizations.

Dr. Hakeem Lumumba holds the exact clinical credentials the DOT requires of a Substance Abuse Professional — Licensed Professional Counselor, Licensed Master Social Worker, Certified Advanced Alcohol & Drug Counselor, Master Addiction Counselor & Certified Clinical Supervisor. He doesn't teach the SAP role from the outside. He teaches it as a clinician whose own credentials qualify him to serve in it.
He has spent over 40 years inside substance use disorder treatment — running SUD programs, managing addiction treatment services for one of the largest community alliances in Southeast Michigan, & currently serving as Director of Behavioral Health at USA Health Department of Family Medicine in Mobile, Alabama. The clinical evaluation logic, treatment-vs-education referral standards, & follow-up planning you'll learn in this training are drawn directly from the same procedural framework he applies to real addiction cases.

eCare's training fulfills the qualification training requirement under 49 CFR Part 40.281(c)(1). The national exam required under 40.281(c)(2) is administered separately by a DOT-recognized organization.

This is the 14-hour DOT SAP Qualification Training required under 49 CFR Part 40.281(c)(1). It covers all 9 subjects the federal regulation requires for SAP qualification, delivered across seven live 2-hour sessions from July 1 through August 12, 2026.
No — and any provider claiming otherwise is misrepresenting the regulation. Full DOT SAP qualification under 49 CFR Part 40.281 requires four things: a qualifying credential, demonstrated clinical knowledge, completion of qualification training, AND passing the national SAP examination. This training fulfills the qualification training requirement. The exam is a separate step administered by a DOT-recognized organization.
Under 49 CFR Part 40.281(a), you must already hold one of six credentials before performing SAP functions: Licensed Physician (MD or DO), Licensed or Certified Social Worker, Licensed or Certified Psychologist, Licensed or Certified Marriage & Family Therapist, Licensed or Certified Employee Assistance Professional, or a Drug & Alcohol Counselor certified by a DOT-listed organization (NAADAC, IC&RC, & others). If you're unsure your credential qualifies, contact eCare support before enrolling.
The DOT maintains the official list of recognized exam providers at transportation.gov/odapc/SAP_Training_Exam_Resources. You'll register & complete the exam directly with the provider of your choice from that list.
14 CE hours total, delivered across seven 2-hour live sessions from July 1 through August 12, 2026, 6:00 PM – 8:00 PM ET each week.

Yes. This training is approved for 14 CE credits across major boards. View the full list of board approvals near the top of this page.
Both initial & follow up sessions must be face to face.
Under 49 CFR Part 40.281(d), every three years from the date you pass the national examination, you must complete at least 12 hours of continuing education relevant to SAP practice. eCare offers SAP-relevant CE coursework you can use toward this renewal requirement.
You'll receive a Certificate of Training Completion documenting your 14 CE hours under 49 CFR Part 40.281(c)(1). You can then register for & sit for the national SAP examination through any DOT-recognized provider. Once you pass, you'll meet all four requirements under Part 40.281 & can begin self-listing in SAP referral directories.
