Dr. Hakeem Lumumba holds the exact clinical credentials the DOT requires of a Substance Abuse Professional — Licensed Professional Counselor, Licensed Master Social Worker, Certified Advanced Alcohol & Drug Counselor, Master Addiction Counselor & Certified Clinical Supervisor. He doesn't teach the SAP role from the outside. He teaches it as a clinician whose own credentials qualify him to serve in it.
He has spent over 40 years inside substance use disorder treatment — running SUD programs, managing addiction treatment services for one of the largest community alliances in Southeast Michigan, & currently serving as Director of Behavioral Health at USA Health Department of Family Medicine in Mobile, Alabama. DOT SAP Qualification: How It Works
eCare's training fulfills the qualification training requirement under 49 CFR Part 40.281(c)(1). The national exam required under 40.281(c)(2) is administered separately by a DOT-recognized organization.
1) Hold a Qualifying Credential
You must already hold one of the six clinical credentials listed under 49 CFR Part 40.281(a). eCare does not issue this credential.
2) Complete Qualification Training (This Course)

3) Pass the National SAP Examination (Separate Step)

Under 49 CFR Part 40.281(d), every three years from the date you pass the national examination, you must complete at least 12 hours of continuing education relevant to SAP practice. eCare offers SAP-relevant CE coursework you can use toward this renewal requirement.
What happens after I complete the training?
You'll receive a Certificate of Training Completion documenting your 14 CE hours under 49 CFR Part 40.281(c)(1). You can then register for & sit for the national SAP examination through any DOT-recognized provider. Once you pass, you'll meet all four requirements under Part 40.281 & can begin self-listing in SAP referral directories.
